In May 2023, the Taliban Ministry of Foreign Affairs designated Qadir Shah (CDA), already serving as Trade Counselor, to assume the role of Chief Envoy in New Delhi. However, the Ministry of External Affairs (MEA) in India has not accepted Shah’s credentials, leading to a diplomatic impasse.

3. Biodata:
Dr. Faridullah Momozai Farid Mamundzai Farid Mamundzay Farid Mamozai Farid Mamuzai Farid Mamondzai is a resident of Kunar province. Mamundzay holds a Masters’ Degree in International Accounting and Finance from the University of Birmingham (UK). He  has served in the National Security Council and technical assistant for Independent Directorate of Local Governance (IDLG). 

 

Officials in the ministry of external affairs said that Farid Mamundzay, who had been heading the Afghan mission despite the Taliban regime’s disapproval, left for Saudi Arabia two months ago and has not returned. In Mamundzay’s absence, another diplomat, Ibrahim, has been looking after the ambassador’s work, sources said.(20230818) Over reports of him 'missing' from his office, Mamundzay said, "I continue my job as the Afghan Ambassador to India. I am presently away from India for personal and family reasons and will be returning to the Embassy in New Delhi in the near future."(20230819)

Sources reveal that Farid Mamundzay, Afghanistan’s ambassador to New Delhi, has conveyed a message to India’s Ministry of External Affairs, informing them of his intention to relinquish his responsibilities for the embassy by the end of September 2023. Reports indicate that the Taliban has appointed Mohammad Qadir Shah, a staff member of the embassy, as the charge d’affaires, a move that has encountered resistance from other Afghan diplomats in New Delhi.
