Background: U.S. and Taliban negotiators met on August 3 in the Qatari capital Doha for an eighth round of peace talks.

A bilateral U.S.-Taliban agreement will cover the withdrawal of foreign forces in exchange for guarantees by the Taliban not to harbor terrorist groups.That deal will be a prelude to intra-Afghan peace negotiations on a political settlement and a permanent cease-fire.

Many Afghans fear a deal on a foreign troop withdrawal will weaken their bargaining power with the militant group, which aims to reestablish an Islamic emirate to replace an elected government it dismisses as puppets of the West.

Mawalawi Shahabuddin Delawar, a member of the Taliban’s delegation said, that if both sides reached an agreement, all the foreigner forces including their advisors and contractual staffs will leave Afghanistan based on a timeline. "If the peace agreement signed, the (Presidential) election will not be held. Either an interim or a mixed government will be formed,” said Abdulwodod Sediqi, a former Taliban’s commander.(20190804)

Familiar sources with the talks say that the United States’ stress on keeping part of its intelligence agency in Afghanistan is the reason behind the delay in signing of the peace agreement.(20190809)
 

The latest round of talks between the Taliban and the United States on a deal to withdraw thousands of US troops from Afghanistan has ended. Now both sides will consult with their leadership on the next steps, a Taliban spokesman said Monday Aug, 8th  2019.  The eighth round of talks in the Gulf Arab nation of Qatar concluded after midnight and was "long and useful," Zabihullah Mujahid said in a statement.
