Background Sari Pul Province:
The province has six districts - Balkhab, Kohistanat, San(g)charak, Gosfandi, Sayyed and Sozma Qala, plus the district of the provincial capital (UNAMA also gives a district called Sayyedabad) and five representatives in the lower house of parliament. According to the government, Sarepol’s population is estimated at 500,000 (1386, ie 2007/08) while a local NGO, Hambastegi, gives a figure of around 715-720 000. A UNAMA provincial profile of 2007 estimates that the population is composed of 31% Uzbeks, 25% Tajiks, 22% Hazaras and 11% Aimaq. (Other sources give a higher proportion of Uzbeks, around 40%.)


Mohammad Noor Rahmani was appointed as the governor for Sar-i-Pul province by Abdullah on February 22, 2020.

Local officials say Rahmani is currently in the governor’s house while the government-appointed governor, Abdul Qadir Ashna, is continuing his job in the provincial Mines and Petroleum Department.

Atila Noori, spokesperson of Rahmani said that orders of Rahmani were implemented in all organs while Ashna said Rahmani’s orders were not accepted in any organs and he had only occupied the governor’s house.

Some officials who wished to go unnamed said salaries of local officers were approved by Ashna, not by Rahmani.(20200310)

3. Biodata:
General Abdul Qadir Ashna hails from Kunduz and is said to be highly educated and experienced in governance. He went to Shir Khan High School in Kunduz and studied at the Tashkent University. The proposal for Governor in Sar-e-Pul was approved by President Ashraf Ghani Ahmadzai. Ashna, who belongs to the Turkmen tribe, has served as director finance at the Defence Ministry.

He likes to read Mullah Nasruddin stories.

Ashna speaks Dari, Turkish/Turkmen and Russian languages.
