Eng. Mohammad Daud Muhammad Daud Mohammad Daoud Mohammad Dawood was born 1954 in Balkh Province, Afghanistan. He is a member of Ata Noor's Jamiat-i-Islami party, has replaced Noor as govnernor of Balkh. He completed his primary and high education in Balkh receiving higher oil and gas extraction education in England. Daud is a former Balkh official and had served in military and civilian roles and who had lived in Europe for years.(20171219) The new governor of Balkh, Engineer Dawood has not started his career as the new governor and is waiting for the decree of President Ghani.(20171221)

Atta Mohammad Noor, the ousted governor of Balkh, has ordered the removal of Engineer Mohammad Dawood, the newly-appointed governor of Balkh by President Ashraf Ghani. Residents of Zaare District, Balkh Province claimed that Engineer Dawood had been involved in the murder of their family members some years ago. “Engineer Dawood killed my brother. My brother left three daughters and four sons,” Ahmad Khan, a resident of Balkh claimed. “He (Dawood) jailed my father. All people knew about it. Then he took him and shot him to death,” Noor Mohammad another resident of Balkh claimed.(20180103)

It is rumored: Mohammad Dawood will be introduced as the governor of Balkh in a ceremony in Afghan National Army’s 209th Corps near the provincial capital Mazar-i-Sharif city. (20180111)

Eng. Daud, was not allowed to speak to media at the airport in the provincial capital, Mazar-i-Sharif, before returning to Kabul. Daud, traveled to Mazar-i-Sharif five days ago to attend his father’s funeral ceremony. Zamir Qayumi, secretary of Daud said the motive behind not allowing the Governor to speak to the media was to weaken his morale in the public. However, the airport security chief rejected the claim, saying the new Governor’s plan of talking to media had not been coordinated with him. Journalists said they were invited to the airport at 1pm, but they were not allowed to enter until 2:30pm.(20180121)

Ahmad Feruz Isar (a figure close to Governor Dawood Mohandis) said “organized issues” created by ousted governor Atta Mohammad Noor are halting Mohandis to get to his Balkh office, where he needs to be. According to Isar, since about two months the newly appointed Balkh governor is in Kabul and he is yet to start his main duty in Balkh province. Feruz added that government is being in talks to resolve the issue through negotiations. However, he rejected the claims –indicating that insecurities will increase in Balkh province with Governor Mohandis.(20180204)
