Engineer Naseer Ahmad Durrani, deputy operation and manager of solid mines:

Son of Shaheed Haji Shah Mohammad, Engineer Naseer Ahmad Durrani, belongs to Pul-i-Kandahari village of the Mohammad Agah district of central Logar province.

He completed his primary and secondary education in 1967 in his hometown and then proceeded to Kabul Technical Institute where he completed his 12th class in 1970.

Durrani obtained engineering degree from Kabul University in 1975 and went to the US in 1988 where he studied his field for another one year in the Nebraska University.

He served in various capacities in the Ministry on Mines and Petroleum from 1970 to 1983.

During 1985, he worked as technical advisor with VITA for eight years and later became the administrative head in the Ministry of Public Works in 1993.

He worked in a Steel Mills Company in Peshawar for eight years and then worked with other energy sectors companies of the United Kingdom and France.

He is deputy operation manager of solid mines in the Ministry of Mines and Petroleum.

Engineer Naseer Ahmad Durrani Nasir Ahmad Durrani, s/o Shaheed Haji Shah Mohammad, was born 1952 and hails from Pul-i-Kandahari village of the Mohammad Agha district of Logar province. He completed his primary and secondary education in 1967 in his hometown and then proceeded to Kabul Technical Institute where he completed his 12th class in 1970. Durrani obtained engineering degree from Kabul University in 1975. In 1981, he went to the Philippine, where he studied management of small mines and their detection and obtained a degrees and appreciation letters. Durrani migrated to Pakistan in 1985.  He went to the US in 1988 where he studied his field for another one year in the Nebraska University.

He served in various capacities in the Ministry on Mines and Petroleum from 1970 to 1983. During 1985, he worked as technical advisor with VITA for eight years and later became the administrative head in the Ministry of Public Works in 1993. He worked in a Steel Mills Company in Peshawar for eight years and then worked with other energy sectors companies of the United Kingdom and France. He returned to Afghanistan with his family in 2009 and was appointed as advisor to the Ministry of Economy and later as deputy Minister of Mines. Durani said he had been associated with Gulbadin Hekmatyar-led Hezb-i-Islami Afghanistan in the past, but currently linked to its non-violent breakaway faction -- led by Abdul Hadi Arghandiwal.

Nasir Ahmad Durani was nominated by President Ashraf Ghani Ahmadzai as Rural Rehabilitation and Development Minister (MRRD). (20150112) Wolesi Jirga rconfirmed Nominee for the Ministry of Rural Rehabilitation and Development Nasir Durrani won with 145 votes, 71 against, 19 blank, and five invalid.(20150128)

Durrani recommended his adviser to the president for appointment in the post of financial and administrative deputy at one time and then for the post of director of policy and planning at the ministry. However, he gets both the requests rejected by the Administrative Office of the President.

The ministry also requested salary privileges for two security personnel. The post of deputy minister for financial and administrative at MRRD remains hangs in uncertainty after the president suspended Atiqullah Khawasi over misuse of authority.(20170423)

A number of documents obtained by TOLOnews reveals that Nasir Ahmad Durani, Minister of Rural Rehabilitation and Development, has appointed 50 people in different posts, including bodyguards, on three month contracts. The minister has appointed 23 bodyguards, 11 drivers, six people as general workers, four assistants and two cooks. The combined monthly salaries of the newly appointed staff members also exceeds one million Afs, the documents indicate. Based on government’s policy, the VIP Protection Unit is responsible for the safety of ministers and it pays the salaries of ministers bodyguards. A number of anti-corruption monitoring organizations said it was a misuse of authority on the part of the minister in appointing more than 10 drivers. However, Akbar Rustami, spokesman for Ministry of Rural Rehabilitation and Development (MRRD), said the staffers have been appointed in directorates operating under the minister’s office.“They do not only belong to the minister’s office; they belong to directorates under the minister’s office which generally includes advisers and other officials in the [minister’s] office,” Rustami said.(20170506)
