3. Biodata:
Engineer Abdul Hai Neamati (or Nemati) Abdul Hai Naimati Abdul Hai Nimati was born 1953 in Farah province. Nimati is a former jihadi commander who fought the Soviets and the Communist government during the 1980s and 1990s. He was the first governor of Farah Province to be appointed following the 2001 fall of the Taliban. Abdul Hai was an ally of western Afghan powerbroker Ismail Khan, and a member of the Jamiat-e Islami party.

He was a Candidate in 2005 Wolesi Jirga Election for Farah Province, but did not grab a seat.
 
Abdul Hai Niamatis appointment as the provincial Governor of Baghlan drew strong serious reaction from Baghlan people who said the new governor was old and unable to organize the province. Niamati said there were many problems such as administrative corruption in a number of Baghlan offices.

Niamati criticized differences within the government and said militants could not fight against Afghan forces but they could exploit the differences.(20170328)

Hundreds of residents of Baghlan province staged a protest demonstration against the governor, calling him incompetent. The demonstrators held a protest gathering in Pul-i-Khumri, saying the current governor was an elderly man and unable to govern or administer the province.(20171106)
