3. Biodata:
Mrs. Wasima Badghisi was born June 17, 1980 in Badghis and qualified as a lawyer. She is a Professor of the Law Faculty of Herat University. She completed her Master’s degree from the US in Law and Political Science. She holds Master Degree in Comparative Law from LLM University of Washington School of Law. In connection with the publishing of an anthology from Danish PEN, with ten leading female Danish writers meeting ten Afghanistan colleagues, Manizha Bakhtari and Wasima Badghisy told about their literature, it’s background and conditions. Badghisi was appointed IEC Commissioner 22 Nov 2016 for five years.

Wasima Badghisi, operational Deputy Independent Election Commission ( IEC), on Dec 06,  2017 said the existing National Identity Card (Tazkera) would be used in the upcoming 2018 parliamentary and provincial councils elections. The commission has previously suggested a biometric system to identify and register voters for the upcoming elections; however, the plan was being failed due to lack of budget.(20171207)

Afghanistan has dismissed 12 election officials amid an investigation into corruption following problems with the organization of a general election 2018, with fears growing that the purge could delay a July 2019 presidential election. The reasons for the sacking of the seven officials from the Independent Election Commission and five commissioners from the Election Complaints Commission were not given. Wasima Badghisi, one of the dismissed commissioners, said the decision was political and would not be accepted. The Attorney General’s Office said the 12 officials were barred from leaving the country as an investigation had been launched into accusations of corruption, abuse of authority and incompetence. The Transparent Election Foundation for Afghanistan, an independent election monitoring group, said the dismissals were a hasty political decision rather than a reform that would help the electoral process. The former head of the Electoral Complaints Commission, Abdul Aziz Aryaee, and two former members of the commission, Humaira Haqmal and Abdul Basir Fayiz, were accused of reducing or adding to parliamentary candidates votes in Kunar province and misuse of authority. Meanwhile, seven former members of Independent Election Commission including Abdul Badi Sayyad, Wasima Badghisi, Maazullah Dawlati, Rafiullah Bedar, Abdul Qadir Quraishi, Sayed Hafizullah and Maliha Hassan were also accused of adding or reducing parliamentary candidates votes. The appeal court of the Anti-Corruption Criminal Justice Center sentenced seven former members of the Election Commission and three former members of the Electoral Complaints Commission to five years in prison each.(20190910)

 


Strong criticisms rise after authorities failed to implement a court decision over a former member of the Independent Election Commission. Afghanistan’s justice center sentenced all members of electoral commissions to five years in jail after they were found guilty of rigging the votes of Kunar parliamentary elections in 2018. However, Wasima Badghisi, a senior member of the Independent Election Commission (IEC) neither showed up at the court decision-making meeting nor the verdict of the court was implemented over her. Though a travel ban was issued for Ms. Badghisi but reports suggest that she is currently living outside the country. (20191018)
