Dr Farida Momand, born in 1965, is from Momandara district of Nangarhar. She studied at Rabia Balkhi High School in Kabul and got a BA in Medicine from Kabul University. She was a professor at Kabul Medical University and was, for some time, also dean of the pediatric department. Since 1995, she was a trainer at the Maiwand Teaching Hospital and also works as a doctor at Kabul Hospital. In 2006, she worked with the Civil Service Commission. In 2010, she seems to have been a candidate for parliament but her name also appears on the list for the 2009 provincial council election in Kabul. In between, somewhere, she was appointed head of the Ministry of Higher Education’s quality assurance department, but, as it says on her Facebook page, “resigned soon.” She did not elaborate on the reasons. Her husband was a spokesmen for the northern alliance when the Taliban took power, which is why the family fled to Pakistan in 1997, returning in 2001. However, rumors are she is backed by Ghani.

Mrs. Professor Farida Mohmand has been picked as Higher Education Minister. (20150321) She was confirmed as Minister by Wolesi Jirga.(20150418)

Documents available show that Farida Momand, former higher education minister, through recommendation letters No. 95 dated Jun 15, 2015 and No. 39 dated April 6, 2016 to the Presidential Palace had demanded dismissal of the four senior officials of the ministry and the president had also approved these letters. The MoHE officials have been dismissed illegally and through deceitful suggestions to the president. Farida Momand’s relationship worsened  with the Wolesi Jirga after she was unable to provider her answer to MoE and MoHE commissions of the Wolesi Jirga, therefore she could not get a vote of confidence from the Wolesi Jirga. The Wolesi Jirga (Lower House of Parliament) on Monday dismissed the minister of higher education, Farida Momand, bringing the total to six ministers fired in three days.(20161114)

She was an unsuccessful candidate for the 2009 provincial elections,  the 2010 and 2018 parliamentary elections.

Momand was Ahmad Wali Massud's frist running mate in Presidential Election 2019.
