3. Biodata:
Eng. Mahmoud Baligh Mahmood Baleegh was born 1971 in Daikundi. He he has a MA in Geo-Technical Engineering) from Amir Kabir University in Tehran, Iran. Baleegh formerly served as a university professor and served as the head of the Engineering Department of Ibn-e Sina Private University. He also is a member of the Commission on Constitutional Clarification, and also as Editor-in-Chief of Eqtedar Millie newspaper. He holds M.Sc. degree in Rock Mechanics and has extensive experience in program management in the Afghan construction industry for the past 10 years. He is expert in Tunnels, Roads and Rock Mechanics and has managed over $250 million dollar worth of contracts in Afghanistan from 2004-2012 when he served the company as the Vice President/General Manager. He is currently working as the Corporate Advisor at Omran Holding Group and is the President of Mehregan-e-Omran Charity Foundation. Baligh and his company supported Ghani in the election, however, he himself does not have any working background with the government. He was confirmed as Minister of Public Works by Wolesi Jirga.(20150418)

Three ministers, foreign minister Salahudddin Rabbani, public works minister Mahmood Baligh, and minister of labor, social affairs, martyrs & disabled Nasreen Oryakhel were summoned and were disqualified from their posts.(20161112)

Baligh, was close to Mohammad Sarwar Danish, the second president.
