Balkh provincial council has 19 members, with five of them have served in the previous council’s tenure too.

1. Rais Abdul Khaliq:
Son of Abdul Razaq, Rais Abdul Khaliq was born in the Sholgar district of northern Balkh province in 1965. Earlier, he served as commander of Jamiat-i-islami party during Jihad against soviet troops and member of provincial council in Balkh province. He was also a member of the previous provincial council of Balkh.

Dr. Mohammad Afzal Hadid is the son of Ustad Mohammad Aslam. He was born in Mazar-i-Sharif City, the capital of northern Balkh province in 1966. He is close to Jamiat-e-Islami party. Hadid received his higher education in medical. He is the director of provincial council in Balkh province. Hadid also served as representative in the previous council. Afzal Hadid is a close aide to Balkh Governor Ata Noor.(20171221)

3. Zabihullah Kakar:
Zabihullah Kakar is the son of Abdul Saboor. He was born in Mazar-i-Sharif City, the provincial capital of Balkh in 1982. He was graduated from Istiqlal High School in Mazar-i-Sharif City. He has no political affiliation. Earlier, he had his own business.

4.  Bashir Ahmad Azizullah:
Bashir Ahmad Azizullah is the son of Ghulam Mohammad Sakhi. He was born in Yadgar area of Mazar-i-Sharif in northern Balkh province in 1968. Being a school graduate, he served as commander of Jamiat-i-islami party during Jihad against soviet troops. Azizullah served as head of detective department at 7th Military Corps. He is member of provincial council in Balkh province. Also, Azizullah served as member of provincial council in the previous tenure.

Mohammad Amin Dara Sofi Son of Mirza Rahman, Mohammad Amin Dara Sofi was born in 1966 in Dara-i-Sof district of Samangan province. He has been living from the past 25 years in Marzar-i-Sharif City. Momand is the son of Mohammad Yousuf. He was born in 1980 in Balkh district of Balkh province. Asif Momand is a resident of Wazirabad village of Balkh district. Asif Momand; Balkh PC Member; Mohammad Asif Momand, has been suspended for not attending the council’s sessions; however, Momand said his was suspended under pressure from Governor Atta Mohammad Noor. (20170813) Momand was arrested on corruption charges and at least two of security guards were killed while two security personnel were wounded.(20170814) A delegation has been assigned to investigate the arrest of Asif Mohmand, a member of the Balkh Provincial Council, who has been accused of corruption, a spokesman for the Attorney General's Office, Jamshid Rasouli said. According to him, President Ashraf Ghani issued the order. Rasouli said however that the AGO had not issued an arrest warrant for Mohmand.He was arrested by the security forces and he is now in National Directorate of Security (NDS) custody and investigations are underway.
The arrest warrant of Mohmand was referred to the Balkh police headquarters two or three months ago by the NDS attorney and anti-corruption criminal justice center and there are certain charges against him such as forgery of signature of the deputy of the administrative office of the president and contracts.(20170816)
