3. Biodata:
Qaramuddin Shinwari Qamar ud din Shinwari Qamaruddin Shinwari hailsfrom Haska Mena district of Nangrahar. He said in 2011:  “We suggest that the Taliban and the Hizb Islamic for peace talks with Afghan government should establish their representative in Nangarhar province. If Taliban accepts this Oriental offer, we will demand the government to guarantee their lives.”(20111211). At a gathering in Kabul, some members of the Transformation and Continuity team - including Anwar-ul Haq Ahadi, Qutbuddin Hilal and Qamaruddin Shinwari - urged the Reform and Partnership team to accept the result of the election and audit process based on the agreement reached earlier by the two teams.(20100906)
He studied at the Dar ul-Ulum-e Arabi of Kabul and graduated in 1979. Later on (no date given), he also attended courses at the Sharia Faculty of Kabul and in Pakistani madrasas. He calls himself ‘Sheikh’ (both Sheikh al-Quran and Sheikh al-Hadith). He is the brother of Mawlawi Jalaluddin Shinwari, the Taleban’s (pre-2001) attorney general and acting minister of justice who had a background in an early, later sidelined pro-royalist faction. Qamaruddin Shinwari is currently the leader of the Council of Tribes of the Eastern Provinces. He and his younger brother Noman Shinwari actively campaigned for Ghani in the east.
Qamaruddin Shinwari is a Ghani supporter and was rumored to be in line as the next attorney general, which he denied.(20141113) Qamaruddin Shenwari was nominated by President Ashraf Ghani Ahmadzai as Borders and Tribal Affairs Minister.(20150112) Wolesi Jirga rejected Nominee for the Ministry of Borders and Tribal Affairs Qamaruddin Shinwari with 112 votes, 102 in favor, 22 blank, and seven invalid.(20150128)
