Background:
For the first time, an online public credit registry system is being launched in Kabul to reduce risks, ensure transparency in loans, speedy transactions and healthy competition. A contract to the effect was signed with a German company on 20131216 for the $2.5 million World Bank-funded project at a ceremony in Kabul. Da Afghanistan Bank (DAB) deputy head Khan Afzal Hadawal said the public credit registry was a safe system for financial organizations, commercial banks, telecom companies and other enterprises to have accurate information about their credits. He said financial organizations would no longer need to send or receive a written text from incorporated companies about a customer requesting loan. Financial organizations would also be able to access online information through a specific web address, he said, adding not only banks and financial organizations, but telecom companies, insurance offices, financial supervision office, Da Afghanistan Bank , small enterprises and judicial organs would also have access to the system. The public credit registry chief, Nisar Ahmad Yousafzai , said in the past they had no system to record and analyse credit information and the new system was being created for the first time as a positive step toward strengthening the country's economy. He asked all commercial banks to use the system and in case of any violation of the DAB laws, banks and financial organization would be fined. Afghanistan Banks' Union Association head Khalilullah Siddique said the new system would effectively help manage loans and improve banking system. Previously, most banks would need to know borrowers in person or they had to ask other people about their identity, but they would not need to do so anymore, he added.
