Fazlullah-Qazi MaulanaMullah Qazi Fazlullah was born in 1975 into a farming family in the village of Mam Dheray, Swat, Fazlullah embarked on religious education at Mohammed's madrassah (religious seminary) at Maidan, although he failed to obtain his certificate in religious studies. Another source said: He was a student of Sufi Muhammad and married his daughter. He studied in the [hard-line Salafi] madrasa of Panjpir in [Khyber Pakhtunkhwa].

Fazlullah is the leader of the Tehrik-e-Nefaz-e-Shariat-e-Mohammadi (TNSM), a TTP constituent group established in 1992 by Fazlullah's father-in-law, Sufi Mohammed, in the Swat district of Pakistan's Khyber Pukhtoonkhwa.

Muhammad led a rebellion against the Pakistani government in the 1990s. He demanded the imposition of Islamic Shari'a law in Swat and the surrounding Malakand region. Tehrik-e-Taliban chief Mullah Fazlullah currently lives in Afghanistan in Kunar or Nuristan Province and he cannot live there without the Afghan Government’s support. Since his eviction from Swat in an army operation in 2009, Fazlullah has moved to Afghanistan's Kunar Province from where he has launched a number of deadly attacks against the Pakistani security forces, including one in 15. September 2013 that killed Major General Sanaullah Khan Niazi. The Afghan intelligence National Directorate of Security (NDS) is supporting him and NDS also has links with the Pakistani Taliban to put pressure on Pakistan`s government.  As Pakistan has facilitated the Afghan Taliban to live in its areas and attack officials of the Karzai government and US troops, Afghanistan has also allowed the Taliban to live in the country and attack Pakistan.
