3. Biodata:
The late warlord Bashir Baghlani - Hizb i Islami (Gulbuddin Hekmatyar) -  was known for subversive activities in the Baghlan by one hand supporting his old HIG contacts in their destabilising activities. His son in law, Maulawi Sardar Wali, preaches in the URBANDI-HA mosque in Central Baghlan. Baghlani also upholds close contact with Samangan Deputy Provincial Governor Hadji Ghulam Sakhi. Sakhi still owns approximately 5000 weapons in his house in Old Baghlan. He has never participated in DDR or DIAG. Sakhi is still in close contact to Mullah Dadullah a known Taliban Commander in Pakistan. (20040606)
 

The Taliban arrested Baghlani on Tuesday and transferred him to Kandahar for opposing their plans to use his territory to attack Masood loyalists in Nahreen, Abdullah said.

The militia mouthpiece Radio Shariat said Ghulam Sakhi had been appointed in place of Bashir Baghlani, an ex-commander of the former Afghan premier Gulbuddin Hekmatyar.

Provincial council members Asila Barakzai and Jamila Karimi said the governor turned them away from his office, where they had gone to discuss public problems with him. Barakzai hit out at Governor Ghulam Sakhi Baghlani and his guards for refusing them entry into his office.(20140109)

One of the stories currently discussed in Kunduz says that provincial governor Ghulam Sakhi Baghlani had sent three trucks with ammunition to Taleban; they were stopped on the road to Hazrat Sultan by some of the men of Mir Alam, one of the most powerful men and militia bosses of Kunduz.
