Qazi Muhammad Amin Waqad Mohammed Amin Wiqad Qazi Amin Qaqad was born 1947. He is an ethnic Mohmand Pashtun from Nangahar Province. Qazi Amin attended a madrassah in Pakistan, before graduating at the Islamic Law Faculty of Kabul University. While at university, he became an active member of the Islamist Muslim Youth movement. In 1975, following the repression of the Islamist movement by Daoud Khan, Qazi Amin escaped to Peshawar. During the late 1970s and early 1980s he served several times as leader of Hezbi Islami Gulbuddin, though he was more often deputy leader to Gulbuddin Hekmatyar. In 1985, he quit HIG and founded his own party, which had only a limited influence. Qazi Amin Waqad, from Nangarhar, represented the Islamists who were alarmed by the secular trend in the country, agitated against the government and the Communists as early as the 1960s, and came to dominate the movement against the Communists in the 1980s. After the fall of the Democratic Republic of Afghanistan in 1992, he held a brief appointment as Minister of Communications.

In 2004, Hamid Karzai appointed Qazi Amin Waqad as his Minister of Justice. Later, he became a leading member of the National Front, a political party opposed to the Karzai administration. He is the head of the Public Outreach Committee of the government’s peace and reconciliation programme, the High Peace Council (HPC). He is a  now a leading member of the National Front, an opposition group to Hamid Karzai's administration.
 

Hilal Ahmad Waqad, son of Aghanistan's High Peace Council member Qazi Amin Waqad, was killed by a bomb in Peshawar, Pakistan  He was working with the Afghan trade commissioner's office in Peshawar.(20130429)

An attempt to assassinate Qazi Amin Waqad failed in Kabul city. Qazi was on his way towards his residence after meeting the party’s leader Gulbuddin Hekmatyar when a group of suspected individuals riding motorcycles attempted to carry out an attack on Qazi Waqad. He and his security personnel escaped the attack unhurt and there were no fatalities in the attack. Qazi Waqad is a senior member of Hezb-e-Islami party led by Gulbuddin Hekmatyar and the latest attempt on his life comes as the party has recently adopted a very strict stance against the militant groups in the country, specifically the Taliban insurgents.(20170905)

The Islamic party’s officials confirmed that important members like Farooq Wardak, Jomaa Khan Hamdard, Amin Waqad, Wahidullah Sabawoon, and many more are no more a part of the party.(20191212)
