khalid_abdul_hadiLieutenant General Abdul Hadi Khalid was the Afghan First Deputy Minister of the Interior for Security from May 2006 to late June 2008.   He lost his post after a dispute with the Karzai administration last year but remains one of Afghanistan's leading thinkers on regional ethno-political dynamics and transnational criminal networks.

Afghan President Hamid Karzai has named seven areas, including a key city in a Taliban stronghold in the south, in which security duties will be transferred from NATO to Afghan forces in July 2011. Abdul Hadi Khalid said  20110322 he was pleased to see the transition process unfold. But he said foreign troops were neither conducting active military operations nor exclusively responsible for providing security in any of the seven areas now slated to be overseen by Afghan forces. "We have yet to see the real process of transition unfold in Afghanistan," Khalid said. "They have made this symbolic list to show that the process is on track."

Abdulhadi Khalid, who previously held several government positions and is a reserve army lieutenant general, says he was pushed out because he is not connected with any of the parties. "Those parties who were the cause of the civil war, still they are there, they are very strong and powerful in the army and in all the government, and they know how to control Afghanistan," he says. He says that even down to the company level, it's very difficult to get promoted without a letter from one of the ethnic parties.(20110930)
