Abdul Rahman Syedkheli was traveling from Baghlan to Kunduz on 20100913 when he came under Taliban attack in Jar Khoshk area of Baghlan-i-Markazi district, deputy police chief, Syed Zamanuddin, told Pajhwok Afghan News. Neither the police chief nor any other police officers suffered casualties in the attack, he said.

Haji Fazel Seyyedkheli (Parwan) is the brother of Abdul Rahman Seyyedkhel, the police chief of Kunduz (and earlier of Parwan and Baghlan), he was disqualified during Wolesi Jirga Election 2010. Parwan Governor Abdul Basir Salangi along with the then Chief of Police Abdul Rahman Syedkheli were once again accused of illegal land grabs in the Barikab area in March 2010. Syedkheli said it was only Jan Gul Kargar (a Wolesi Jirga Candidate 2010) who accused him of such an offence. Salangi is formerly associated with Jamiat-e Islami and remains close to General Fahim Qasim.

He and his body guards were killed by a suicide bomber 20110310 in the Bazar of Kunduz City.
