Al-Haj Peram Qul Ziayee Piram Qul Piran Qul Peram Qol aka Piram Qul Ziayi, known as “Amir Piram Qul", son of Arbab Aadena, was born 1961 in Hazar Sumuch. He spent his childhood in the Rustaq religious school and was joined by Mullah Nader Sabooryar, the first commander of the Islamic Party of Afghanistan. He is a member of parliament (2005) and “former” commander of Rabbani and Ahmed Shah Massoud’s Jamiat-i Islami. Rustaq District is under the control of an Uzbek warlord named Piram Qul and his Deputy Subhan Qul (picture right). qul_subhanWalwalji an opponent of Piram Qul, has publicly called Piram Qul a criminal. Piram Qul has no official authority, but everyone here will tell you he's in charge. There are documented allegations that Piram Qul took part in massacres of more than a hundred unarmed men and women in the 1990s. He has been the strongest commander in Takhar since Mutaleb Beg, another Uzbek former commander and MP, was assassinated in 2011. Piram Qul has been accused of establishing illegal militias.

In the 2015 Wolesi Jirga Election he secured 6,2% and ranked first. Some of the strongmen might have benefited from a falsification of the electoral process. This was alleged for example in the case of Piram Qul in Takhar province, although it was never proven. He stressed his role in the jihad and his anti-communist profile in the election. Ziayee was a member of the Martyrs and Disables Commission in Wolesi Jirga 2005.

Villagers discovered the grave in the Rustaq district in the province of Takhar, said Faiz Mohammad Tawhidi, a spokesman for the Takhar governor. Abdul Momin, an elder of the Sar Asyab village near where a mass grave was found, believed the grave dated back between 15 and 20 years to the country's bloody civil war period when a commander in the area, Peram Qul, was based there. He said many people were labelled "anti-government elements" and killed. Peram Qul, who is also a former Afghan lawmaker, denied any role in the killings and said on Thursday (20111020) the grave dated back further to when the Soviets invaded Afghanistan in 1979 and claimed all the skulls belonged to mujahideen fighters.

US military and the CIA have turned a “blind eye” to the Afghan National Directorate of Security (NDS) arming strongmen and abusive militias “ostensibly” to fight the Taliban and other enemies of the state. Qul, one of the more notorious militia commanders, has received $85,000 to arm some 500 men, although his activities have gone beyond the defined scope. He allegedly spends part of that money on a private prison where he beats and extorts local people and his men have even ambushed and killed a local politician.(20170102)

The son of Piram Qul, Bashir Ahmad Ziayi, failed to get a Wolesi Jirga seat in the 2018 election.
 

Ziayee, a former mujahideen commander and a leader of public uprising forces, was killed in a Taliban attack on Sunday May 2,2021 in Rustaq district, Takhar province. Ziayee was also a commander of Junbish Mili Party.(20210502)
