wardak_dr_farooqMohammad Ghulam Farooq Wardak, son of Khwaja Mir, was born in 1951 in Wardak Province. In 1979 he was in the second profession of the Faculty of Pharmacy, Kabul University, when he was forced by the Soviet backed regime to stop his studies and take refuge in Pakistan.

After attending a medical course in Pakistan he provided medical assistance to war-wounded Afghans in various provinces of Afghanistan till end of 1981. In 1982, Wardak got the opportunity to resume his studies in the Faculty of Pharmacy, University of Punjab, Lahore of Pakistan from where he graduated in1986. In the same year he entered a decade of service (1986-1996) with the Swedish Committee for Afghanistan (SCA), first as a deputy and later as a director of the health program of SCA, which was the largest health program of the time inside Afghanistan. During 1996 and 2001, while managing the Comprehensive Disabled Afghan Program of UNDP in Afghanistan, Wardak attended the M. Phil study program with the University of Punjab and then obtained a Master of Business Administration from the University of Preston in Peshawar. Wardak established and managed hundreds of rehabilitation and social reintegration centers for thousands of disabled people in various parts of the country. Between January 2001 and November 2002, he worked as Assistant Resident Representative of UNDP in Kabul. He undertook short-term management programs in the universities of Japan, France, and Nepal, and has participated in many seminars on peace and reconstruction in Afghanistan in Swiss, Britain, Canada, and Germany.

During 23 years of his refugee life, Wardak had ample opportunities to settle in the West, but because of his solid commitment to his people and country he remained in the service of his people. His offices were in Pakistan.

investigation into the alleged embezzlement during former education minister Farooq Wardak's time disclosed that scholarships were offered to certain individuals affiliated to particular political groups and that ghost training seminars were reported in some provinces. Also that houses were rented for schools at huge expense. Concerns were raised in recent months after reports surfaced that millions of dollars had been embezzled in the country through ghost schools - sparking national outrage over the lack of transparency in foreign aid spending.(20160103)
 

Ghulam Farooq Wardak, the state minister for parliamentary affairs, appears in corruption records with his wife. They recently owned two properties in exclusive areas of Dubai, including one on Jumeirah beach. Wardak was previously Afghanistan’s education minister, and his successor in the post raised concerns over possible corruption at the ministry. An investigation ordered by President Ashraf Ghani is said to have found evidence of embezzlement within the ministry and inaccurate data records on the number of schools that diverted money from donors.(20191104)
