2. Previous Functions of Dr. Muhammad Usman, aka Eng. Osman Osmani:
Governor Ghazni (20080531-20100300)
Mohammad Osman was born in 1970 in Kandahar and graduated from Kandahar university in 2000 and was governor of Ghazni in 2007 to 2010. In nearby Ghazni city and elsewhere, rich chromite mines were plundered for export. Insurgents share an informal alliance with the local commander, Gen. Bashir Habibubullah.
Usmani was eventually removed from his post but only after becoming a "particularly embarrassing example of corruption," according to Candace Rondeaux, International Crisis Group's senior analyst for Afghanistan. To move the chromite - a mineral that goes primarily to Pakistan and then to China for stainless steel production - Usmani contracted the help of insurgents. They would then coordinate attacks to distract security forces away from outgoing trucks, Rondeaux said.

Explosives laden into a motorbike went off as governor Osman Osmani of Ghazni was returning from a picnic, in the outskirt of the Ghazni city, his spokesman Sayed Ismael Jahangir said. The remote-control mine struck the armored vehicle of governor of Ghazni province and partly damaged the vehicle. He was unharmed.(20091207)
