Background:
The sparsely inhabited province Zabul Zabol sits mostly above 6,000 feet, it’s arid and insecure. Officials struggle to find educated people to fill administrative slots here, never mind educated, honest people. Eight of the ten district governors are illiterate. The dignified Governor Naseri said there are perhaps 300 educated people in the province of about 300,000 souls. “The Coalition killed two sons of one of our line ministers [for involvement with the insurgency]. But if I remove them, who will replace them? “ As it is, one of Zabul’s eleven districts has no government presence at all.

3.Biodata
Hameedullah Hamidullah Tukhi Tokhai Hamidullah Turkhi was born 1962 in Qalat District, Zabul Province. Hamidullah is a Pashtun (Tokhi tribe) Tukhi studied at the Shaikh Mati High School in Zabul and graduated in 1978.
 

Tukhi was a jihadi commander during the war years. He was later appointed to the position of governor of Zabul province for two years (2002-2004) and governor of Wardak province for three months in 2004.
 

He was a member of the Internal Security Affairs Commission of the Wolesi Jirga 2005. Hamidullah Tokhi was a former commander with the Northern Alliance. He allegedly made a fortune from selling captured Taleban vehicles after 2001. He was 20101121 delisted from Wolesi Jirga Election 2010 due to fraud. However he will replace sitting Wolesi Jirga MNA MP Abdul Habib Andiwal after a Independent Election Commission Decision 20110821.

Hamidullah Tokhi, accused a number of legislators of making deals and paying money to the Taliban to protect their lives while traveling to some provinces. Tokhi said that some of his colleagues were releasing the Taliban members from the Government detention centres. Tokhi also alleged that a number of MPs, provincial governors and high-level Government officials were paying to the Taliban to destabilize some provinces.(20120730)

The district governors of Mizana and Shajuy are associated with Hamedullah Tokhi.

Hamidullah Tokhi a representative of southern Zabul province in the lower house was injured in a suicide bomb attack in Kart-e-Parwan area of the capital city of Kabul on 20131129.

Tokhi escapeded unhurt a suicide bomber attack in Zabul Province. (20150825)

Tokhi received 1,537 votes in Wolesi Jirga 2018 election and got a seat in WJ 2018.
 

He is married with eight daugthers and five sons. Asef Tokhi, the son of Hamidullah Tokhi was fired as deputy police chief by the interior ministry in July 2019.
