Background:
Pech District is the most populated District in Kunar and the most restive District with Opposition elements mostly in Korengal vallaye of Pech District. Kunar Province is one of the four "N2KL" provinces (Nangahar Province, Nuristan Province, Kunar Province and Laghman Province). N2KL is the designation used by US and Coalition Forces in Afghanistan for the rugged and very violent region along the Afghanistan-Pakistan border opposite Pakistan's Federally Administered Tribal Areas and North-West Frontier Province. Kunar is the center of the N2KL region.

US troops left Manogai District Sunday 06 March, 2011 at 4pm. The same day two pick-up trucks brought the Taliban to the district bazaar and they distributed sweets to people to celebrate the coalition's withdrawal. 14 days later (20110321) robbers looted passengers on the highway.
