3. Biodata:
nemati_humairaMrs. Humaira Nemati Humaria Nyamati, daughter of Haji Nematullah, was born in 1961 to a scholarly family in the Dehdadi district of Balkh Province. She completed her primary education in 1972 at Sitara School in Faryab province and her secondary education at Habeda Balkhi School in Dehdadi in 1980. She worked as a teacher for one year. When she was in the eighth grade, Nemati edited a women and society page in Beydar Daily in Mazar-e Sharif. After passing the university entrance exam in 1980, she was awarded a scholarship to the Ukraine from the Ministry of Higher Education. After completing a preparatory term in Odessa, Ukraine, she was admitted to the State University of Kiev. In 1987, she successfully obtained her master's degree in political science.
 

In 1990, Nemati was appointed as a professor of economics at Balkh University. She was one of the founders of the Faculty of Law of Balkh University, and, until 1998, she served as dean of the department. In 1996, she was the chairman of the International Conference on Human Rights of Women in Afghanistan, which was convened in Mazar-e Sharif.

During Taliban occupation, Nemati operated private schools. From 1996 to 1998, she was a member of the Human Rights Commission and from 1990 to 1998, she directed the Balkh Department of Public Administration. From 1988 to 1998, she was a member of the scientific board of Balkh University. In 2001, she was appointed as a commissioner to the Emergency Loya Jirga. She held this post for six months and in November 2002 she was appointed as a Human Rights Commission member.

She has been an activists and advocate for women's right in the country for 18 years. Nemati has published a number of articles. She has been awarded several medals and certificates of appreciation. In addition, Nemati received a Loya Jirga medal. She has traveled to Eastern Europe and Iran.
 

She is a member of the International Affairs Commission.

Former parliamentarian Gulalai Noor Safi replaced Humaira Niamati as a Meshrano Jirga member under a presidential decree.(20190507)
