The fate of the Independent Administrative Reform and Civil Service Commission is under consideration in Wolesi Jirga as some legislators said there was no need for the commission because it was rife with corruption.(20130328)
Civil Service Management Department The Civil Service Management Department (CSMD) is one of the key and essential departments in the framework of Independent Administrative Reform and Civil Service Commission (IARCSC) of Afghanistan. CSMD is mandated to develop policies relating to the structure, management and appointment of civil servants and to monitor their implementation in accordance with the provisions of the Civil Service Law and other legal documents. CSMD also leads the implementation of public administration reform both at the national and sub-national levels. The Civil Service Management Department consists of professional and administrative offices that perform their duties in agreement with the relevant legal documents. Civil Service Management Department consists of seven directorates: Human Resources Management Information System (HRMIS) Directorate, Executive Directorate, Public Administration Reform (PAR) Implementation Directorate, Human Resources Support (HRS) and Reform Implementation Management Unit (RIMU) Coordination Directorate, Legislation and Human Resources Policy Directorate, and Gender Directorate. In addition, it has seven regional directorates and 34 provincial offices around the country.

3. Biodata:
Naderi_Ahmad_NaderAhmad Nader Nadery Nader Nadiri Nader Naderi was born 1964 others say 1975 in Afghanistan. He studied law and political sciences at the Kabul University and earned his masters degree on International Affairs from George Washington University. He is US Citizen. During Taliban time Naderi was arrested several times, exiled in Pakistan and, in 1996, flogged in front of a crowd for not wearing a turban. He represented Afghan Civil Society at the UN peace talks for Afghanistan in the Bonn Conference 2001. He served as Spokesperson for the national grand assembly (Loya Jirga) in 2002.

After Nadery exposed a land-grab scandal by several top officials in Kabul in September 2003, his friends bundled him off to safe houses around town. Nadery is also investigating several cases of alleged sexual abuse of Afghan prisoners by American soldiers and three incidents in which Taliban suspects died while in U.S. military custody. U.S. authorities confirm the deaths occurred but have yet to issue the results of their inquiries. Naderi is a member of the Afghanistan's Free and Fair Election Foundation. Senior Commissioner Nader Nadery is a qualified lawyer and political analyst.

He was actively involved in civil society initiatives in Afghanistan and represented the Afghan Civil Society in The Bonn Conference (UN talks on Afghanistan). Mr. Nadery is a founding member to Afghan Civil Society Forum and a board member of directors of the Foundation for Civil Society and Culture. Before joining the Commission, he worked respectively as programme co-ordinator with the International Human Rights Law Group and spokesman of the Emergency Loya Jirga.

Nader Naderi, Human Rights Commissioner, Fahim Hakim, Mawlawi Ghulam Mohammad Gharib and two other members of the commission were sacked by the president over publishing a report about violation of human rights by some high ranking government officials and disagreements between the commission and the government and Administrative Reforms and Civil Services Commission as well as acting ministers' activities. According to the Independent Human Rights Commission Regulations, the president does not have the authority to sack it's commissioners.(20111222) The five years term in office of three top officials of Afghanistan Human Rights Commission (AHRC) has expired and President Hamid Karzai has rejected extension of service for another term.
