Fazal Muslimyar Fazal Hadi Muslim Fazal Fazal-ul-Hadi Muslimyar, son of Mohammad Omer Khan, was born 1969 in Dawlatzai Village, Chapahrhar District, Nangahar Province. He lives in Jalalabad city, Nangahar Province. He earned a bachelor’s degree in political law and islamic studies from the University of Jalalabad in 2009. He has written a book on the fight against the Soviets, which has not been published yet. He was the head of the provincial council of Nangahar Province, deputy in the police headquarters in Nangarhar during the Soviet occupation. He heads the Dawat Islami.
Fazal Hadi Muslimyar has a home in Chaparhar District near the shrine of Mullah Saheb. He was a local Commander in Nangahar Province during Soviet occupation. As of August 2010 he was the Director of the Dawat party in Nangarhar Province. He is a staunch follower of President Karzai and supported him in all elections. In October 2009 his house was attacked by unidentified gunmen who fired several rockets and at his residence in the eastern province of Nangarhar. He was elected unopposed as chairman of Meshrano Jirga on 20110129.

The Supreme Court has decided to extend the the term of Fazel Hadi Muslimyar as the Chairman of the Afghan Senate for an additional, sixth year, according to official documents. However, the action taken by the Supreme Court has seen backlash from members of the Senate and legal community, who claim the move would be unconstitutional.(20150104)
