Mujadidi_ZalmaiZalmai Mujadidi Zalmay Mojaddedi Zalmay Khan Mojaddedi was born 1958 in Jurm District, Badakshan and is a former Jamiat commander in the Badakshan province and former head of presidential security (Head of the 10th department of the Afghan National Security Directorate NDS). Mujadidi holds a bachelor’s degree from the Geology Faculty of Kabul University. He is Tajik and the leading figure to oppose Rabbani in the north. He was expelled from Badakhshan during the “commanders’ wars” – the internecine conflict among Northern Alliance strongmen that raged in the province from the mid-1990s, even while the struggle against the Taliban was going on, well into the first years of the new Karzai government.

In 2005 he ran as a candidate in Badakhshan during the Wolesi Jirga elections. He received support from Hamid Karzai, and ran primarily as an opponent of Burhanudin Rabbani, his former ally. He came in second place, after Rabbani, with 14,145 votes. As MP he consolidated his support base within Badakhshan by intervening in the appointments of District administrators and police chiefs to make sure his relatives and key supporters were put int he positions. His cousin is reportedly the police chief of Jurm District, his home district. He has also reportedly taken control of a lapis lazuli mine in Kuran Wa Munjan District and there are rumors of his and his family's involvement in the narcotics trade through Badakhshan. Zalmai's nephew, Colonel Jaweed, a former commander in the highway police in Badakhshan was arrested with 26kg of heroin; Karzai attempted to pardon Jaweed but faced strong opposition from the US and UK representatives, instead Jaweed was moved into a private cell in Faizabad with the belief of an imminent pardon, which may indicate the strength of Zalmai's connections with Karzai.

Zalmay found shelter and employment in Kabul, becoming the head of the NDS branch in charge of Karzai’s security. From 2005 onwards, he has been sponsored as Karzai’s man for Badakhshan, gaining not only an MP seat in the past 2005 parliamentary elections, but also a strong position for himself on the ground, both in terms of political power and economic assets. Just to give an example, he is rumoured to have facilitated the appointment of a leader of the Kirghiz community to the Senate in exchange for help in putting up a personal livestock business (the lucrative karakul sheep) in the Pamir. A new face on the Afghan political scene, he is one of Karzai’s firmest supporters. He claims to be an Independent member of Parliament. He is a conservative islamic person. Zalmai Mujadadi was the director of Karzai's 2009 election campaign team in northeastern region. Alhaj Zalmai Mujadadi bagged most votes under the male candidates in 2010 Wolesi Jirga Election.
