Construction Sector Transparency Initiative (CoST) of Afghanistan signed an agreement with the Ministries of Rural Rehabilitation and Development and Ministry of Public Works. The agreement requires that the ministries have to share all information regarding building projects with the people. CoST falls under the Ministry of Economy and is in charge of monitoring any construction project taken up by the aforementioned ministries.(20170621)

Dr Mohammad Mustafa Mastoor Mostafa Mastour was born in 1968 in Kabul city. He has been graduated from Military High School in 1986. He has MD Degree from Medical Faculty of Kabul University in 1992, (E.MBA) in Management from Preston University Peshawar Campus - Pakistan in 2002, and M.Sc. Health System Management (Distance Learning) at London School for Hygiene and Tropical Medicine (LSHTM) is in the Progress.
Dr. Mastoor has participated in following academic trainings and workshops. Treasury and Budget Management (IMF, Beirut), Budgeting and Public Financial Management (World Bank, Washington), Public Financial Management and Business Communication (BRAC, Kabul), Effective Communication (UNICEF, Kabul), Flagship course In Health System Management (World Bank, Kabul), Economic Analysis of Development Project, (EC, Kabul), World Bank Procurement Rules and Regulations in Grants/Credits and Loans Since 2000, he has worked extensively in the fields of Financial Management, Public Health, Procurement, General Management, Aid Management, Policy and Strategy Development and Public Finance in different International and national agencies within the country. He has performed as Comprehensive Disabled Afghan’s Program (CDAP) Manager / Coordinator from Oct 2000- April 2003 in the Swedish Committee for Afghanistan (Main office). Dr. Mastoor has the active membership of several regional and international economic 26 development organizations, such as: Public Finance Management Joint Venture for Aid Effectiveness, OECD, Paris, France. Member of Working Groups of Capacity Building. Managing for Development Results (MfDR). Aid Effectiveness in OECD-DAC working party for Aid Effectiveness, Paris, France. Board of directors, SANDUQ, MADERA (a French NGO mainly working in Microfinance, Afghanistan). Board of Directors, Governance Institute, a Private Educational Institute, Kabul, Afghanistan.
