Marastial_MoeenAl-haj Pohanmal (Senior Lecturer) Muhammad Moeen Marastial Moin Mrastyal Marastyal was born 1950 and originally hails from Khanabad, Kunduz Province. During the invasion of Afghanistan by the Soviets, he was a supporter of the Mujahidini, but not a former Commander. He has studied in Afghanistan, India, Australia and Germany

From 1982 he took political asylum in Australia and resided there for 18 years. Besides his own business, he worked as a Legal Interpreter and translator in the department of immigration and border affairs.

He returned to Afghanistan 2001. He was an independent candidate for Wolesi Jirga Elections 2005.

As a Deputy Chairman of the Wolesi Jirga Religious, Cultural, Education and Higher Education Affairs Committee, Moeen Marastial, resigned on November 12th, 2009. Marastial cited what he called an unprofessional approach and lack of law making knowledge of committee members as his rationale. “We have no major achievements during this legislative term. The committee members’ approach to their job is not professional,” Marastial said. “While the nation is waiting for us to approve laws, we are busy doing our own business. How can you expect a MP who does not know much about laws to work for the benefit of the public?” Despite his frustrations with the Committee, Marastial will continue to participate in Wolesi plenary sessions. “I will try to become member of another committee after winter recess. I will continue to participate in all Wolesi Jirga activities but the committee meetings.”

Moeen Marastial also mentioned to be a member of the 2009 provincial council for Kunduz, describes how the Taliban has made a comeback in his province, instituting its own system of justice and forcing poor farmers to pay a religious "tax." He blames government corruption for the problem.

During his work with the government of Afghanistan he was once the advisor to the election campaign team for President Hamid Karzai, who won the election in 2009. And a second time he worked in the political and media campaign team of Dr. Ashraf Ghani who is current president of Afghanistan. Ghani asked Moeen Marastial a few times to work with him in the government but he preferred to lead his own political part "Rights and Justice Party of Afghanistan". During his time outside Afghanistan, Moeen Marastial participated in many conferences about the issues in Afghanistan in nations such as Pakistan, India, Turkey, USA and Germany. He was an active member of those conferences
